This is a ninety-minute workshop, not a trade show. There is no exhibit floor and no prime contractor booths. You are already past most of the syllabus — you are certified, your SAM is active, you have a UEI and a CAGE. You are not going to learn. You are going to be known.

You are publicly listed — and two numbers were wrong

Your certification checks out in public. SBA's Small Business Search returns ENHANCE BUSINESS CONSULTING INC.VOSB and SDVOSB certified, entered 2026-08-20, valid to 2029-08-20, with SAM.gov registration status Active. Anyone you meet can confirm you in about ten seconds, which is exactly what you want.

Fix before you print

The UEI and CAGE on your old capability statement do not match SBA's record. Searching SBA for your printed numbers returns zero results; the real ones return your company.

Three things to fix in your SBA profile — free, about ten minutes

One more: SBA lists 522310 as your primary NAICS with 541611 second — the reverse of your old sheet, and the better order, since it puts mortgage and lending first. 541213 is not on the SBA profile at all; add it in SAM if you want the tax work reachable.

I'm a New Jersey licensed mortgage loan originator — twenty years, still active — and what I do is loan-file quality control and lender compliance review. If you've got federal housing or lending work where somebody has to actually read the file and sign the finding, that's me."

Four things in twenty seconds: who you are, the certification, the scarce credential, and the service. Say New Jersey out loud — you are standing in Elizabeth, and a local licence is a local credential. Then stop talking and let them ask. The license is the hook — a certified SDVOSB is common, a licensed reviewer of record is not.

The certification is a door, not a contract. Everything you want is downstream of the first subcontract.

"What's your past performance?"

Say

"None federally yet — that's exactly what I'm here for. Twenty years of loan-file QC on the private side, and I'm certified. Give me a small scope and check my work."

Never dodge this and never inflate it. Federal buyers verify, and a reputation for overclaiming ends the lane permanently. Said plainly, it converts your weakness into the reason to keep talking — primes carry SDVOSB subcontracting goals they have to hit, and a certified sub with a real license is how they hit them.

"How big are you? What's your capacity?"

Say

"I'm the principal and I perform the reviews myself. That means no hand-off risk and one person accountable. For volume beyond my own throughput I team — and I'd rather tell you my real number than miss a deadline."

Small is not a weakness for a review scope; hidden capacity limits are. Know your actual files-per-week number before you walk in.

"What NAICS are you under?"

Say

"541611 primary, 522310 and 541213 as well. But the work I want is loan-file review and lender compliance — whichever code the requirement is written under, that's the scope I do."

Do not let the conversation become about codes. Codes are how the requirement gets posted; the file review is what you sell.

  1. A booked APEX counseling appointment the actual prize

    UCEDC is a federally funded APEX Accelerator — the program formerly called PTAC, funded through a cooperative agreement with the Department of Defense. Their counseling is free and ongoing: bid matching, registration help, market research, and proposal review, for as long as you keep showing up. Most people attend one workshop and never use the service. That service is worth more than the workshop.

    The Port Authority of New York and New Jersey runs JFK, LaGuardia, Newark, PATH, the bridges and tunnels, and the World Trade Center site. It is a bi-state agency, which quietly solves your New York / New Jersey problem — it buys on both sides of the river. It is not federal, so your federal SDVOSB certification does not transfer; they run their own supplier programs and their own portal.

  3. Two other business owners in the room teaming, not competition

    At a readiness workshop most attendees are earlier than you — you are the one who already has the certification. That makes you worth knowing, and it makes the few who are ahead of you worth ten minutes each.

  • UCEDC serves New Jersey, and your mortgage licence is a New Jersey licence — so their counselling and NJSTART both apply to you directly. Mention that the company is registered in the Bronx so they can flag anything the out-of-state registration affects, but do not treat it as a disqualifier. It isn't one.

Discipline

The part everyone skips

Ninety minutes buys you very little. The 48 hours afterward buy you everything — that is when everyone else is catching up on email and you are already in the inbox.

  • On the back of every card you take, write the date, what they said, and the one thing you promised. Do it before the next conversation — you will not remember.
  • Email within 48 hours, while the conference is still fresh. Open by referencing something specific they said, not "it was great meeting you."
  • Attach the capability statement as EBC-Capability-Statement.pdf — a clean filename, never final_v3.pdf.
  • Ask for a fifteen-minute call, not "an opportunity." A small, specific request gets said yes to.
  • Log every contact somewhere permanent tonight. In six months this list is the asset, not the conference.

The licence is New Jersey. NMLS 98689, active since 2004.

Which reverses something I got wrong earlier. Your company is registered in the Bronx, so I assumed New York was the home market and that NJSTART was the wrong portal. It isn't — New Jersey is where you can actually sign licensed work, NJSTART is the right state registration, and this Elizabeth workshop is squarely in your market rather than an hour out of it.

You are NJ-licensed but NY-registered. Decide which gap to close.

Federal work does not care — for a USDA or HUD file review the licence is credibility, not jurisdiction, so New Jersey serves you fine. State and local work does care. New Jersey: licensed, register on NJSTART. New York: the Bronx address makes the company eligible for New York State's own SDVOB certification and NYC's programs, but you could not sign licensed mortgage review there without adding NY licensure through NMLS. Cheapest first move is to claim both certifications and keep the licensed work in NJ.

HUBZone: no. 507 Nereid Ave does not qualify.

Checked against SBA's current HUBZone map across all ten qualifying layers — qualified tract, newly qualified, redesignated, disaster area, Indian land, and governor-designated. Your tract is 36005041400 and it is not in any of them. Tract 36005041300, which starts a few blocks away, is qualified — so this is a near miss, not a wide one. Not worth chasing: HUBZone would also require you to live in one.

Kenneth Knuckles — ask for judgment, not contracts.

Vice Chairman of the board of Carver Bancorp, Vice Chair of the NYC Planning Commission, formerly CEO of the Upper Manhattan Empowerment Zone and a procurement executive at Columbia. Carver is the live one: it is a bank, and you do lender compliance review. That is a commercial conversation that needs no contracting officer at all. Bring the capability statement and ask him to tear it apart.

How do you describe The BM Agent Inc. to SBA?

Your VetCert letter requires notice within 30 days of "a change in outside employment of the qualifying owner," and SDVOSB status turns on you controlling Enhance's management and daily operations. Co-owning a six-year tax practice is not a problem — but have the answer ready before a program examination asks, rather than during one.

Does the document-processing tooling actually exist and work today?

It is a real differentiator if it is real. I deliberately left it off the capability statement, because a throughput claim you cannot demonstrate on request is worse than no claim at all. Confirm it works and I will put it back in.

Capacity

Files per week, travel, insurance?

Primes ask all three in the first conversation. Errors-and-omissions coverage in particular tends to be a gate for review work.
